United States Army Futures Command Procurement Coordinator in Picatinny Arsenal, New Jersey

Summary The U.S. Army Combat Capabilities Development Command (DEVCOM) Armaments Center (AC) serves as the Army's technology leader for armament systems. DEVCOM AC ensures dominance of Army capabilities by researching, developing, integrating and delivering technology-enabled armament solutions to our Warfighters. Armaments Center has a long tradition as the primary research and development center for new and existing armament systems which are in use by U.S. service members around the world. Responsibilities Serves the organization as an expert analyst engaged in assessment and improvement of program effectiveness or the improvement of major complex management processes and systems. Participates in formal and informal meetings conferences, committees, and seminars with representatives of other functional areas, managers, and representatives of other/higher command, industry and academia. Solves day-to-day technical problems to assure timely and successful project completion. Incumbent translates complex technical and business requirements into procurement work statements and associated procurement documentation using skilled knowledge of regulatory guidance, management and acquisition methods and contracting strategy. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Experience with contracts, statement of works, procurement, and/or purchasing related activities 2) Proposing various contract methods for the acquisition of systems 3) Experience managing a contract across the acquisition life cycle. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS-05-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Three-year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Career Program (CP) 14 - Contracting and Acquisition position. Multiple positions may be filled from this announcement. Business travel requirement up to 10% of the time.
