Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional level experience in accounting; budgeting; contracts; economics; engineering; finance; financial auditing; grants; human resources; information technology; management analysis; operational auditing; policy planning; procurement; social services; statistical analysis; tax collections; or tax enforcement.

SUBSTITUTIONS:

Six years of full-time work experience in any field will substitute for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree in accounting, business administration, economics, engineering, finance, industrial/organizational psychology, human resources, political science, public administration, social work, statistics, computer science, management information systems (MIS), quantitative business analysis--computer science, information systems and decision sciences, or computer information systems will substitute for one year of the required experience.

A Ph.D. in accounting, business administration, economics, engineering, finance, industrial/organizational psychology, human resources, political science, public administration, social work, statistics, computer science, management information systems (MIS), quantitative business analysis--computer science, information systems and decision sciences, or computer information systems will substitute for two years of the required experience.

NOTE:

Advanced degrees will substitute for a maximum of two years of the required experience.

NOTE: Any college hours or degree must be from an accredited college or university.

Examples of Work

85% The Economic Development Business Analytics Specialist for the department will develop reports for department directors and managers for the planning, development and implementation of strategic plans, operational plans, and performance measures for LED’s budget requests alignments in the systems/platforms to deliver technology services for internal and external customers. Act as department liaison with the Division of Administration, Office of Planning and Budget and legislative staff for the dissemination of policies, rules, and procedures regarding performance accountability related to systems supporting LED’s mission. Act as department liaison with Legislative Auditors in reviews of the performance accountability system.

Plan, coordinate development, and administer database platforms for business incentives and small business services. Coordinate with program managers, monitors, intermediaries and IT groups to determine scope of system requirements. Recommend appropriate development environments to support various program types. Develop and issue RFPs for services. Enter into contracts with appropriate IT groups and monitor contractor progress. Coordinate and assist in the development and customization of various tracking systems appropriate to each business incentive and small business services, FastStart and Business Development. Coordinate and assist in redesign, development, and testing of system enhancements to accommodate changes to business incentive, small business services, FastStart, and Business Development rules and procedures over time. Administer, monitor, and support department wide databases, such as FastLane, SBITS, Veterans First, Salesforce, and others on a daily basis. Coordinate with LED information systems to ensure appropriate system access for developers, program managers and intermediaries. Create user groups and accounts with various and appropriate user security levels. Manage user requests for assistance with user accounts and data quality issues. Lead training sessions for program managers, program monitors, stakeholders on tracking systems. Provide ongoing technical assistance to all system users. Act as liaison with Legislative Auditors for reviews of data systems and program performance.

Analyze effectiveness of business incentive, small business services, FastStart, and Business Development data. Liaison between pertinent federal, state and local organizations. Incumbent will independently gather and report findings to program managers and stakeholders for remediation. Identify and perform merge functions for companies/persons in multiple tracking systems as appropriate. Develop recurring and ad hoc reports for program managers, program monitors, stakeholders and program participants. Meet regularly to determine current and ongoing data needs, and develop reports and datasets for securely sharing data between various federal and state agencies including Small Business Administration (SBA), Department of Revenue (LDR), Louisiana Workforce Commission (LWC) and the Legislative Auditor.

10% Monitor, review, and provide high-level review/evaluation of department programs; determine cost-effectiveness and resource allocation necessary to meet the achievement of goals and objectives of the agency’s technology support systems. Identify and report program issues and evaluate corrective action.

Direct, develop and prepare a department-wide annual report to include every business incentive, small business services administered by LED. Develop annual Undersecretary’s report to the Division of Administration on the performance of the department in meeting its goals and objectives for the year. Prepare ad-hoc reports relative to proprietary systems and subscription-based systems supporting LED programs. Develop or assist in the development of agency responses to Legislative Audit reports relative to proprietary or subscription-based systems.

5% Assist management in the implementation of policies and procedures necessary to achieve the mission and goals of the department as needed. Participate in business optimization projects as directed. Institute and conduct or participate in meetings to effect coordination of programs and to develop, where indicated, policies and procedures in order to secure the best possible services for employees and external clients. Initiate policy projects involving process improvement, needs assessment, citizen’s participation, model legislation, model programs, etc. Serve on committees, commissions, organizational boards and other such bodies as directed. Execute other information technology related duties as needed.
