Job/Position DescriptionThe Early Childhood team within the Prevention and Early Intervention (PEI) division is seeking to fill a new role within the team focused on the home visiting workforce. A candidate bringing experience in understanding workforce trends and eager to learn about home visiting or has previous home visiting expertise is ideal. The Home Visiting Workforce and Retention Specialist within the Early Childhood team will focus on the home visiting workforce, specifically home visitors, to support hiring and retention of home visiting staff across the Texas Home Visiting program. The position will assess workforce trends such as retention, turnover, and compensation and provide crossover fiscal, operations, and program consultation to THV grantees. By understanding the unique needs and concerns of the home visiting workforce and the organizations that support them, this position will provide individualized technical assistance as well as inform the development of statewide strategies to promote long-term retention and job satisfaction of home visitors.The Early Childhood team within the Prevention and Early Intervention (PEI) division guides and supports program development and implementation for early childhood programs across the state. This includes the Texas Home Visiting (THV), Texas Nurse Family Partnership (TNFP), and Healthy Outcomes through Prevention and Early Support (HOPES) program. Community-based grantees use various evidence-based home visiting models and parenting supports to promote family stability, child well-being, and early learning in families during the prenatal period and with children through the age of five. The programs also support community coalition building among early childhood grantees. PEI is expanding these programs to more families and communities with new state and federal funding. In addition, this position will build partnerships with positions in other states serving in a similar capacity and serve on workgroups to help understand broader workforce trends. The position overall performs highly advanced and complex technical, consultative, and professional work designed to support PEI vision and mission. Position interacts internally with program, federal grants management, contracts and fiscal oversight, and research and evaluation. Position interacts with external areas including grantees, community representatives and state government administrators. Position will conduct and facilitate site visits and provide trainings as needed. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. The position will serve as the primary subject matter expert on the home visiting workforce.
