About the Work Unit

The mission of the Colorado Division of Fire Prevention and Control (DFPC) is to serve and safeguard the people and protect the property, resources, environment, and quality of life in Colorado. The Division achieves this mission through its 5 Sections: Administration, Center of Excellence, Fire and Life Safety, Professional Qualifications and Training, and Wildland Fire Management.

Colorado's structure for managing wildland fires is a cooperative, interagency system involving local, county, state, tribal, and federal agencies. Wildland fire protection responsibilities on non-federal lands in Colorado follow a hierarchy of local jurisdiction, to the county sheriff, and finally to the State of Colorado (DFPC). One of the Wildland Fire Management Section’s (WFMS) primary roles is to assist and support local agencies with a range of wildland fire management programs including administrative, technical, preparedness, planning, response, and prescribed fire functions. Another primary role of WFMS is to coordinate with external partners and represent Colorado at the Regional (multi-State) and National levels.

When wildland fire incidents exceed the capabilities of local or county suppression efforts they can request assistance from the DFPC in the form of aviation support. Fire protection in Colorado requires the ability to coordinate resources from local, state, federal, and tribal governments.

About the Job

Multi-Mission Aircraft (MMA) are equipped with modern sensing, processing, and communication systems to allow for gathering and disseminating real-time wildfire information. The Multi-Mission Aircraft Manager analyzes and synthesizes the data that is gathered, and integrates that information into the Colorado's Wildfire Information Management System (CO-WIMS) so that it can be available to wildfire managers across the state. The MMA Manager provides decision support to all participants in Colorado's wildfire management system. The MMA Manager may be tasked to perform aerial supervision and assistance to Incident Commanders (IC) regarding fire behavior, weather monitoring, assisting crews with access, operational mapping, and communication links. This position reports to the MMA Unit Chief.

Key Responsibilities:

Wildland Firefighting Preparedness

MMA Managers are tasked with preparedness to help assure that firefighting resources are ready to respond to new incidents. Preparedness is the result of activities that are planned and implemented prior to wildland fire ignitions. The preparedness process includes routine pre-season actions as well as incremental in-season actions conducted in response to increasing fire danger. The MMA Manager:

  • Obtains daily briefing from duty officer on pending missions.

  • Manages a full morning briefing for flight crew.

  • Obtains daily flight and maintenance releases.

  • Prepares aircraft for daily operations.

  • Assists intelligence Officer with data review and analysis.

  • Maintains appropriate level of mission response readiness.

Wildland Fire Detection and Suppression Operations

Manage and provide oversight to MMA operations in support of fire detection, fire suppression, wildland urban interface situations, and other management projects. Provide aerial decision support in the suppression of wildland fires. Help determine incident needs and suppression strategies.

  • Operates MX-15 sensor to obtain mission data.

  • Creates point of interest data in aircraft mission systems.

  • Creates fire perimeter data in aircraft mission systems.

  • Takes snapshots of points of interest in aircraft mission systems.

  • Records video clips of critical mission information.

  • Uploads all required data to CO-WIMS system.

  • Verifies data in CO-WIMS system.

  • Communicates with ground party via VHF or 800mhz radio.

  • Requires extensive knowledge and experience with Intelligence, Surveillance & Reconnaissance (ISR) aircraft systems.

Program Management and Other duties as assigned

  • Manages and provides oversight to Multi-Mission Aircraft (MMA) operations. Ensures that appropriate records related to the MMA program are completed and maintained. Coordinates with the MMA Unit Chief and MMA Lead Managers as needed.

  • Assists with other WFMS programs in coordination with supervisor. This may include: fire suppression, equipment management and maintenance, fire prevention programs, fire reimbursement and billing, management of fire caches and supplies, etc.

  • Assists other DFPC programs (reports, data entry, filing, training and testing, inspections, research, etc.) as needed and available to support the mission of CDPS and DFPC.

  • Other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications (Education and Experience)

  • Successful completion of High School or a GED at the time of hire.

  • NWCG Firefighter Type One (FFT1) qualification.

  • Two years of documented wildland firefighting experience including o ne year of demonstrated experience working with manned Intelligence, Surveillance, and Reconnaissance (ISR) mission systems.

Required Competencies

  • Ability to fly for extended periods up to 4 hours in turbulent conditions.

  • Ability to operate motor vehicles and to travel extensively throughout the state in a variety of weather conditions.

  • Demonstrated computer based knowledge and skills.

  • Ability to obtain the following certificationswithin one year of date of hire:

  • IAT Fixed Wing Flight Manger, Special Use certification

  • First Aid Course

  • CPR for the Professional Rescuer

  • Traffic Incident Management Course

  • Hazardous Materials Awareness Course

Preferred Qualifications and Experience

  • Three (3) + documented wildland firefighting experience.

  • One year of demonstrated experience working with manned Intelligence, Surveillance, and Reconnaissance (ISR) mission systems.

  • NWCG qualifications of: any Single Resource Boss position (CRWB, ENGB, FELB, FIRB, HEQB or HMGB), Incident Commander Type 4 (ICT4) or higher and any Strike Team or Task Force leader or higher Operation Section qualification.

  • Qualification as an Air Tactical Group Supervisor.

  • Previous aviation experience, qualifications, and certifications.

  • Working knowledge of ESRI ArcMap.

  • Demonstrated commitment to public service and community involvement.

  • Maintenance of a physical fitness rating will be commensurate with employee's current wildland fire qualifications and agency needs.

Conditions of Employment

  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, medical physical exam and drug screen.

  • Current valid driver's license at time of hire, and must obtain a Colorado State driver's license within 6 months of hire.

  • At least 18 years of age at the time of hire.

    DFPC is charged with managing effective and efficient staffing of resources to meet response needs statewide, it is imperative that we maintain a state of readiness year-round and maximize the number of days our resources are available. The MMAs are a state-owned resource that will be staffed and available 7 days a week, 365 days a year, with staggered scheduling to make this coverage possible.
