Patent and Trademark Office Program Manager in Alexandria, Virginia

Summary This is a competitive career development detail not to exceed 120 days. One selection will be made. Detailee will be selected to serve for an initial 120 days period, which may be extended in increments of 120 days, up to one (1) year. The detail is tentatively scheduled to begin in June 2024.This is not a bargaining unit position. These detail hours are not considered production related for production award purposes. Responsibilities The detailee(s) selected for this detail will be assigned to the Office of the Under Secretary (OUS). The detailee will serve as a Program Manager and is expected to contribute to the full spectrum of program and project management responsibilities, including managing the program's goals, deliverables, and timelines for deliverables and serving as a liaison between the USPTO and the FDA working groups. The detailee will be responsible for, but not limited to, the following: Program and Project Management: Manage the program's goals, deliverables, and timelines for deliverables; participate in program strategy sessions with program lead, and advise on ways to increase project effectiveness; and provide advice and assistance in planning, organizing, directing, and implementing projects, including developing targeted project plans. Communication: Serve as a liaison between the USPTO and the FDA working groups; manage and designate membership for shared mailboxes; oversee the Microsoft Teams channels for efficiency; report quarterly updates for Commissioner of Patents Portfolio Tracker; provide status updates supporting projects; and communicate orally and in writing with all team members to clarify project deliverables. Program Meetings: Organize and facilitate program meetings; attend all program meetings and capture action items; and schedule and conduct debrief meetings to capture lessons learned after program events. Public Engagement Partnership Meeting Series: Oversee logistics team for the Public Engagement Partnership meetings; serve as the point of contact for Conference Services; manage EventBrite registrations and post-event surveys; manage speakers and preparation of USPTO educational materials to be presented at Public Engagement Partnership meetings; and coordinate clearance of USPTO content and slide material developed for program use. This is a competitive career detail NTE one year. The detailee(s) will be selected for a minimum of 120 days which may be extended in 120 day increments up to, but no more than one year. This detail is expected to begin in June 2024. Priority for selection will be given to those qualified candidates who have not had a career development detail or those with the least amount of service within the last four (4) years. Except where supported and agreed upon, an employee shall not serve a second time in the same area. The detail is open to all eligible GS-14 non-supervisory USPTO employee(s). When applying to this detail, please apply to your current grade level only. You will be selected at the grade of your position of record. Higher level pay for this detail assignment is not authorized. Production employees may work an 80/20 schedule if required to do so by their respective business unit. Telework authorized. Hoteling authorized. Relocation expenses or temporary duty expenses (TDY) are not authorized and will not be paid. Primary duties can be performed remotely and/or on USPTO's Alexandria Campus. This is a non-bargaining unit position. These detail hours are not considered production related for production award purposes. Requirements Conditions of Employment Qualifications As indicated above, this detail is open to all current non-probationary GS-14 USPTO employees with at least a Fully Successful rating of record in the most recent rating performance. To be eligible for this position, the candidate must possess a working knowledge of Outlook, Teams, and Word and have experience managing programs or projects.
